Mr. Mazhar-ud-Deen

Mr. Mazhar-ud-Deen has joined Fauji Oil Terminal & Distribution Company Ltd. (FOTCO) as Chief Operating Officer in March 2025. With a distinguished career spanning over 30 years in the oil and gas industry, he has held pivotal roles in global energy companies, including Shell and Gas & Oil Pakistan. His expertise encompasses sales, marketing, business development, CAPEX management, compliance, HSE, engineering, and talent development, consistently delivering strategic expansion and bottom-line results.

In his recent role as General Manager of Sales and Marketing at Gas & Oil Pakistan Limited, he played a pivotal role in expanding the nationwide retail network, optimizing supply chain operations, and driving business profitability.

During his 28-year tenure at Shell Pakistan Ltd., he demonstrated dynamic leadership across Retail, Aviation, Lubricants, and Marketing, driving business transformation and multimillion-dollar growth. His strategic initiatives led to successful business turnarounds, effective industry lobbying, crisis management, and B2B excellence, impacting markets across Pakistan, the Middle East, and beyond.

He holds an MBA in Marketing & MIS from the Institute of Business Administration (IBA), Karachi, and a Bachelor’s degree from Government College, Lahore. An alumnus of Aitchison College, he combines academic rigor with hands-on industry experience. Beyond his executive roles, he has served as a Board Director for Shell Oman Marketing SAOG and Shell Energy Pakistan, bringing governance expertise and adeptly translating strategic vision into successful execution.

Lt Col Muhammad Khurram Riaz (Retd)
was commissioned in the Army in October 2000. He had a distinguished career of more than 25 years and served on various commands, staff and instructional appointments. He is a graduate of Command and Staff College, Quetta and Air Defence Staff Course. He holds master’s degree from National Defence University Islamabad and University of Karachi. Lieutenant Colonel Khurram’s illustrious career includes serving as a representative of the Pakistan Army with International security Assistance Force (ISAF) in Afghanistan, where he played a crucial role in peacekeeping, coordinating / conducting intelligence-based operations. Additionally, the officer remained involved in logistic operations after earthquake in 2005, conducted / coordinated IDEAS-2006 and has managed the administration / security of cadet college Swat and Razmak. Furthermore, Lieutenant Colonel Khurram brings extensive administrative, HR and support services expertise, having previously led these functions in strategic organization. His diverse background and wealth of experience make him a valuable addition to Team FTTL, where he assumed the role of Company Secretary / HOD HR&A on 26th March 2026.

Terminal Manager

Fahad Sohail Khan joined FTTL in February 2019 during construction phase as Project Manager and heading towards successful commissioning. Since being commissioned in January 2020, he is leading as Terminal Manager and look after all Operational, Maintenance and regulatory requirements of the Terminal. He Graduated in 2004 from NED University of Engineering & Technology in Mechanical Engineering.
He is a Safety-focused and strategically agile manager credited with over 18 years’ experience of Project Management, Operation & Maintenance and shutdown processes in Oil & Gas, Petrochemical sectors, and Steel DRI Plant.
He has been previously associated with well-known organizations like GATRON, Descon, Tuwairqi Steel, and with some well-known Contractors of Pakistan & UAE like Al Jaber Energy, IIW & EKL, where he performed a pivoted role to complete several projects including Construction of Karachi Hydrocarbon Terminal, Installation of Stacker Reclaimer, Ship-loader, Belt Conveyors & plant piping at Ruwais Sulphur Handling Terminal-2 for GASCO, Fire safety assurance project at ICI PPTA and plant shutdowns at FFBL, ICI PPTA, NRL & Engro Chemical Daharki

Senior Manager IT

Mr. Naveed Uddin

Mr. Naveed Uddin having Bachelors in Science from Hamdard University and PGDIT (CQU Australia) is an experienced and result oriented Senior Technology Executive with more than 15 years of rich experience in Information Technology; specializing in Software Development, Project Management, IT Management, and IT Governance. In his previous roles, he was Accountable for project management, strategic planning, software application development, technical project training, presentations, quality assurance, implementation and testing procedures and all related responsibilities that ensure successful delivery of projects. Currently, he’s heading FOTCO’s IT department and is keen in implementing modern and updated IT solutions including ERP and etc.

Head of Commercial & Business Development

Mr. Muhammad Faisal Farooq

Muhammad Faisal Farooq is a seasoned energy sector professional with 15 years of experience spanning project management, commercial operations, and business development across power generation (conventional + renewables) and LNG sectors. He has delivered large-scale projects and commercial initiatives that strengthen Pakistan’s energy infrastructure while advancing the country’s energy transition.

At Engro, Faisal led commercial operations for Pakistan’s first LNG terminal (3.75 MTPA), driving initiatives in virtual LNG and regulatory alignment. At EPCL, he developed alternate energy studies that enhanced business competitiveness and contributed to the successful completion of the Hydrogen Peroxide project. At EEL, he directed the feasibility of a 70 MW hybrid solar-wind project, designed to offset ~100,000 tons of CO₂ annually. At EPTL, he delivered Pakistan’s first 2×330 MW indigenous Thar coal plant valued at $1.2B, overseeing construction through commissioning, and later managed a $75M O&M portfolio that achieved zero unplanned downtime while ensuring reliability and operational excellence.

His career includes technical and project execution roles at K-Electric, Orient Energy Systems, and Siemens where he contributed to combined-cycle upgrades, operations and maintenance and QA/QC standardization across multiple business units. These experiences provided a strong technical base that complements his commercial and strategic leadership.

Faisal holds an Executive MBA from IBA Karachi and a bachelor’s in electrical engineering from NED University and has been recognized with multiple Individual and Team Excellence Awards for his contributions across his tenure in various organizations.

With a proven ability to bridge commercial strategy, technical execution and regulatory alignment, Faisal is committed to driving growth, strengthening partnerships with regulators and investors, and reinforcing FOTCO & FTTL’s position as leaders in Pakistan’s evolving energy landscape. His track record highlights his capacity to take on larger strategic responsibilities in the sector.

Head of Health, Safety & Environment (HSE)

Mr. Khalid Bin Saif

Mr. Khalid Bin Saif joined Fauji Oil Terminal & Distribution Company Ltd. (FOTCO) in October 2025 as Head of HSE. With over 30 years of diversified experience in the oil and gas industry, he brings extensive expertise in Health, Safety & Environment (HSE), Logistics, Supply Chain operations, and Contract Management across Pakistan and the Middle East.

Prior to joining FOTCO, he held several leadership roles at Shell Pakistan and Shell Middle East, where he successfully managed HSE operations, Logistics transformation projects, and operational safety initiatives in Pakistan, UAE, Oman, and Iraq. During his tenure, he played a key role in strengthening safety compliance frameworks, implementing behavioral-based safety programs (BBS), and promoting a proactive safety culture aligned with international standards/industry best practices.

He has significant experience in risk assessment, incident prevention, emergency response planning, warehousing, road transport safety, and supply chain optimization. He also led multiple initiatives focused on improving operational efficiency, enhancing contractor management, and developing local talent through training and competency-building programs.

Recognized for his strategic mindset and collaborative leadership style, Mr. Khalid is committed to driving operational excellence, sustainable workplace practices, and continuous improvement across organizational functions.

He holds an MBA from Preston University and an M.Sc. in Physics from the University of Karachi.
